The terrorist attack of 9/11 has created and/ oraccelerated increased pressure to change the mannerin which traditional security and policingorganizations are structured and behave. The?network? argument posits that due to the uniquenature of security threats existing today, securityand policing have become more flexible, fluid andresponsive, thus, differing from previous static,fixed and insular traditional approaches. This research suggests that transitions inorganizational and operational practices areoccurring, but are still in the early stages ofdevelopment. It may be that the Theory of Networkswill need to be redefined by the more complexrealities of organizational limits in the real worldof security agencies, taking into consideration thecomplex and changing mandates and core societal values.
