Reggie Cavendish is arrested for drug offences on the Island of St Lucia in the Caribbean. Rather than transfer him to Britain, the local police hand him over to Venezuela where he is condemned to 20 years hard labour in their notorious prison at Ciudad Guayana where the Governor uses a silver cane containing a sword to punish any prisoner breaching the harsh rules.
